» PHARE project (in the sphere of the protection of the EC financial interests)
On 15 May 2002 the European Commission confirmed the multilateral anti-fraud PHARE programme PH/2002/1412 “Anti-fraud programme, seeking to protect the Community financial interests”. According to this programme FCIS was the Beneficiary, which on 8 October 2003 signed the Grant Agreement No 2003/071-887 “On combating fraud, affecting the EU financial interests”, the goal of which is to ensure the implementation of the above-mentioned programme in Lithuania. On 21 March 2005 the supplementary agreement No 2004/098-396 was signed.
PROGRAMME DURATION
2002 – 2005.
PROGRAMME GOAL
Provision of the support to the financial institutions, responsible for the receipt and use of the financial assistance of the European Union (EU), strengthening of administrative and technical capacities of these institutions.
PROGRAMME VALUE
15 mln. EUR, including the amount of 631 040 EUR assigned to Lithuania.
BENEFICIARIES OF THE PROGRAMME
The main beneficiary of the programme: Financial Crime Investigation Service.

- Transport Investment Directorate under the Ministry of Transport and Communications,
- PI “Central Project Management Agency”,
- Support Foundation European Social Fund Agency.
ACHIEVED RESULTS
47 implemented activities: 28 seminars, 9 internships, 6 meetings, 2 visits, 2 translations of (AFCIS and CIS) manuals.
Altogether 367 Lithuanian representatives participated in the activities, including:
202 staff members of the law enforcement institutions (Prosecutor’s Office, Customs House, Police etc.);
86 FCIS staff members;
79 staff members of other institutions (Government’s Office, Ministry of Finance, intermediate and implementing institutions.
22 events were arranged in Vilnius with participation of the representatives from Estonian, Latvian and Lithuanian competent institutions. Other events were held abroad.
